I am concerned with the 26 gauge metal. Is it going to be tough enough to put on a horse, tie down, and not bend?

As long as the horse does not roll on it you would be fine.
When I pack mine on my mules I have made a light plywood box to place it in to keep it safe and also use it in camp as a chair or cooking table.
